Job Description:
Director I: Performs advanced (senior-level) managerial work, providing direction and guidance in strategic operations and planning with a focus on substance use peer support and recovery programs and services. Work involves establishing the strategic plan, goals, and objectives specific to substance use peer support and recovery; developing policies, procedures, and guidelines that support these services; establishing priorities, standards, and measurement tools for determining progress in meeting recovery and peer support goals; coordinating and evaluating program activities or business functions aligned with these initiatives; and reviewing and approving budgets within departments or divisions to ensure effective resource allocation. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
EFJ 1 (30%): The Director I provides assistance, advice, and direction to the PSR Director to ensure policies, procedures, and processes related to substance use recovery and peer support programs are in compliance with HHSC guidance and legal mandates as they evolve. Represents PSR in coordinating the development and implementation of HHSC activities and functions to strengthen collaboration between HHSC and external partners, including Texas academic institutions, medical institutions, professional licensing boards (such as social work and counseling), non-HHS state agencies, and county and local agencies. Interfaces with these partners to coordinate policy development and analysis on substance use recovery and peer services issues. Escalates issues to executive management as appropriate for decision-making or resolution.
EFJ 2 (30%): Reviews legislative changes affecting substance use recovery and peer support programs within PSR, coordinating with budget and fiscal departments to assess impact. Implements initiatives and projects with external partners that advance PSR goals and HHSC objectives. Provides executive and managerial planning, implementation, and evaluation of strategies to achieve HHSC priorities, focusing on policy development and coordination for substance use recovery.
EFJ 4 (20%): Collaborates on cross-agency and HHS projects as assigned by the PSR Director, focusing on substance use recovery, peer support programs, and the Peer Workforce. Reviews proposed federal/state statutes and regulations impacting HHS agencies, providing guidance to ensure compliance. Develops and coordinates briefing documents, issue papers, correspondence, bill analyses, and memorandums for executive management review and decision-making.
EFJ 5 (10%): Serves on advisory boards as requested, attending council or committee meetings as needed. Responds to legislative correspondence and requests, ensuring coordination with appropriate staff. Represents PSR on external councils, committees, or workgroups, providing updates to legislative leadership and executive management.
EFJ 6 (10%): Represents the Behavioral Health Services (BHS) and HHSC at legislative hearings, meetings, and conferences as requested. May testify and serve as a resource witness. Completes other duties as assigned per the direction of the PSR Director, particularly as they relate to substance use recovery initiatives and peer support programs.

Registration or Licensure Requirements:
Active Mental Health Peer Specialist, Recovery Support Peer Specialist, Family Partner or Peer Support Supervisor Certification from Texas Certification Board
Initial Selection Criteria:
1. Active certification as a Mental Health Peer Specialist, Recovery Support Peer Specialist, Family Partner, or Peer Support Supervisor through the Texas Certification Board.
2. Documented management or supervisory work experience in substance use peer services
